The essay proposes the need for a new treaty, a Convention for Data and Cyberspace, to extend established offline legal frameworks to the online world. It argues against using trade negotiations due to their secretive nature and susceptibility to lobbying.
Instead, it suggests utilizing the ITU Plenipotentiary Conference, held every four years, as a forum for negotiating this treaty. Since the goal is to transpose existing principles to the online realm, the process need not be prolonged.
